Human Resource Supervisor

Paratransit, Inc. is now accepting applications for a full-time Human Resource Supervisor to manage and direct most aspects of a multifaceted transportation organization’s Human Resource Division. This position is open until filled.

We provide demand-responsive ADA and non-ADA transportation services to people of age and people with disabilities in Sacramento, California. We also offer innovative transit services in Boston, Honolulu, Roseville, Sacramento, Stockton, and Spokane, including travel training; vehicle maintenance and repair services; public transit/human coordination services, and affordable accessible vehicle rentals; ADA in-person eligibility assessments; mobility management and consulting services. Paratransit, Inc. is the designated Consolidated Transportation Services Agency (CTSA) for the urbanized area of Sacramento County. The annual operating budget exceeds $35,000,000 and includes agreements with multiple transit systems in several states. Paratransit, Inc. has a staff of just over 250 employees.

Minimum qualifications

The minimum qualifications include, but are not limited to:

  • Minimum 2-3 years’ supervisory experience in a human resources position
  • PHR and/or SHRM-CP Certification preferred
  • Minimum 2 years’ experience as a human resource generalist
  • Experience administering benefit programs
  • Experience administering leave of absence programs
  • Experience administering EEO programs
  • Experience working in a union environment preferred
  • Experience administering an internal complaint process and conducting investigations

Job Description:

Basic Functions and Responsibilities:

To organize, direct, implement, coordinate, and supervise all activities and functions related to Paratransit’s human resources to hire, train, evaluate, discipline, supervise, and terminate office clerks and other unit staff; to supervise, coordinate, maintain, and prepare unit-related records and reports; and to coordinate and present the orientation program to new employees. Employees in this classification receive limited supervision from the Chief Administrative officer or his or her designee within a broad framework of policies and procedures. Employees in this classification direct, supervise, and formally evaluate the work of others. This job class exercises responsibility for developing, implementing, monitoring, and evaluating employee benefit programs, responding to and resolving problems, and developing and implementing human resource policies and programs. This job class functions at a full supervisory level of classification.

Typical Duties:

  • Organizes, direct, coordinates, and supervises all activities and functions pertaining to Paratransit’s human resources
  • Supervises and evaluates the overall performance of human resource staff to include, hiring, training, motivating, and disciplining
  • Evaluates existing unit staffing patterns and makes recommendations regarding staffing needs or reassignment of duties to increase unit efficiency or effectiveness
  • Proposes changes in policies, procedures, regulations, and operations and analyzes and evaluates impact of such changes on existing operations
  • Functions as a primary information source to all units regarding employment laws, regulations, policies, and procedures
  • Supervises new hire and termination process
  • Monitors compliance with benefit providers
  • Supervises the administration of leave of absence programs
  • Supervises the recruiting and selection process for various positions
  • Participates in labor contract negotiations; administers and enforces compliance with labor contract provisions, and tracks grievance timelines
  • Manages the human resource data base
  • Generates reports from the human resource data base as required
  • Attends a variety of staff and other meetings
  • Provides backup assistance for the drug and alcohol testing program as required
  • Maintains control files on matters in progress and expedites their completion
  • Acts as information source to Paratransit staff and users regarding unit procedures, requirements, and objectives
  • Coordinates and prioritizes work flow within the office and in conjunction with other units or agencies
  • Supervises the maintenance of personnel files
  • Develops and implements Paratransit’s policies and procedures
  • Evaluates a variety of data and information and determines appropriate action to be taken
  • Verifies documents, records, and forms for accuracy, completeness and conformance to applicable rules, regulations, policies, procedures, and labor contract provisions
  • Develops forms, worksheets, and record keeping systems for the collection, dissemination, and maintenance of needed information
  • Performs special projects as assigned
  • Performs related duties as required

Employment Standards:

  • Knowledge of federal, state, and local laws, regulations, and codes related to human resource issues
  • Knowledge of Paratransit’s policies and procedures
  • Knowledge of labor relations and provisions of labor contracts
  • Knowledge of effective management and supervisory methods, techniques, and procedures
  • Knowledge of proper record keeping functions and practices to include computerized record keeping methods
  • Ability to learn, interpret, and apply Paratransit’s policies, procedures, and standards pertaining to assigned areas of responsibility
  • Ability to interpret and apply effectively state, federal, and Paratransit regulations, codes, and requirements associated with assigned area of responsibility
  • Ability to supervise the organization, prioritization, and management of staff assigned workload effectively so as to meet established/specified time lines
  • Ability to train, direct, supervise, and evaluate the work of others
  • Ability to motivate individuals and groups toward the successful accomplishment of established goals and objectives
  • Ability to identify quickly problem areas or situations, isolate problem causes, and take appropriate action to resolve problems identified
  • Ability to estimate resource needs accurately and to allocate and monitor assigned resources accurately
  • Ability to establish and maintain accurate files and records and prepare comprehensive reports
  • Ability to communicate tactfully, persuasively, and effectively in both oral and written forms
  • Ability to establish and maintain effective work relationships with those contacted in the performance of required duties, inspiring trust and confidence and building a positive rapport
  • Ability to read handwritten and printed material and a computer screen
  • Ability to hear and speak to communicate in person and by telephone
