Program Manager – Honolulu


Paratransit, Inc. is now accepting applications for a full-time Program Manager To organize, direct, coordinate, supervise and administer the activities of Paratransit, Inc.’s field location assessment office. This location conducts eligibility interviews and assessments of existing customers and new applicants for ADA paratransit service to determine a person’s functional ability to use public transit services.


Responsibilities include but are not limited to the following:

  • Recruits, trains, supervises, evaluates, and disciplines subordinate staff
  • Organizes, coordinates, and supervises the scheduling, interviewing and evaluating of applicant’s eligibility or recertification for ADA paratransit service
  • Create and maintain applicant records using the Data Management System
  • Manages and controls expenses in line with the established budget for operational unit
  • Participates in various community meetings related to transportation, or the needs of seniors and people with disabilities
  • Gathers project information and statistics and prepares comprehensive reports for presentation to management, the Board, and/or other groups as required
  • Works as a liaison between contract agency staff and assessment staff to avoid conflicting practices or settle possible issues

The minimum qualifications include, but are not limited to:

  • Minimum of 2 years’ experience working with people with disabilities or the elderly population
  • AA degree, BA degree, currently enrolled in 4-year University or advanced degree with an emphasis in education, special education, kinesiology, social work, occupational or physical therapy, psychology, or other human service related fields
  • Knowledge of supervisory methods and techniques
  • Knowledge of existing transportation services provided by contract agency
  • Knowledge of the special transportation requirements associated with the transport of the disabled and elderly
  • Ability to train, schedule, direct, supervise, and evaluate the work of others
  • Ability to communicate tactfully, persuasively, and effectively in both oral and written forms
  • Ability to plan, organize, and prioritize own work and the work of others so as to meet specified time lines/deadlines
  • Ability to identify problem areas or situations quickly, isolate problem causes, and take appropriate action to resolve problems identified
  • Ability to establish and maintain effective work relationships with those contacted in the performance of required duties
  • Ability to motivate individuals and groups toward the successful accomplishment of established goals and objectives
  • Knowledge of the basic philosophies and practices associated with ADA paratransit service
  • Ability to learn and apply Paratransit, Inc. policies and procedures

Work Schedule:

  • Full time position with convenient and consistent office hours of Monday-Friday


  • Depending upon qualifications
  • Medical and dental 100% paid for employee
  • 11 1/2 paid vacation days per year; 12 paid holidays per year; 4 paid floating holidays per year with optional payout once per year
  • Flexible spending account: company contributes 50% of annual election for qualifying out-of-pocket medical expenses and dependent expenses incurred during work hours
  • Employer contribution to retirement plan after 2 years of employment
